Germany does not at present have an AI Policy and it's political, education and business institutions are struggling to catch up with the global front runners. Cultural issues may prevent timely strategy execution. Germany's central role in the European Union suggests that this policy vacuum is problematic for other EU members. The players are "competing in time".
